How to Get a CDL Learner’s Permit in New York

GENERAL REQUIREMENTS FOR ALL CDL APPLICANTS

  • New York State resident with a valid NYS driver’s license (not suspended or revoked)

  • Age 18+ for in-state driving; 21+ for interstate or hazardous materials

  • U.S. DOT medical exam with a valid Medical Examiner’s Certificate

  • Proof of Social Security number and NYS residency

  • Complete DMV application (MV-44) and pay required fees

  • Pass the CDL General Knowledge Test and any endorsement tests (minimum 80%)

Permit Process: From Application to Practice

  1. Apply at a NYS DMV office with your ID documents and MV-44 application.

  2. Take and pass the CDL written tests required for your vehicle type and endorsements.

  3. Receive your CDL learner’s permit.

  4. Practice driving only with a supervising CDL driver of the same or higher class and proper endorsements.

  5. Prepare for the three-part CDL Skills Test: pre-trip inspection, basic vehicle control, and on-road driving.

CLASS A TRACTOR TRAILER

Written tests typically include: General Knowledge, Air Brakes (if applicable), and Combination Vehicles. Optional endorsements: Doubles/Triples, Tanker, Hazardous Materials.

CLASS B STRAIGHT TRUCKS

Written tests typically include: General Knowledge and Air Brakes (if applicable). Examples: box trucks, dump trucks, delivery and utility trucks.

CLASS B SCHOOL BUS

Written tests typically include: General Knowledge, Air Brakes (if applicable), Passenger (P) and School Bus (S) endorsements. Additional fingerprint/background requirements apply.

CLASS B PASSANGER

Written tests typically include: General Knowledge, Air Brakes (if applicable), and Passenger (P) endorsement. Skills test taken in a passenger vehicle.

After You Pass the Written Tests

  • Your CDL learner’s permit authorizes supervised practice in the class/type shown on your permit.

  • A qualified CDL driver (same or higher class with proper endorsements) must be seated to supervise.

  • Hazardous materials transport is not permitted on a learner’s permit.

  • When ready, schedule your CDL Skills Test, which includes:
    • Pre-trip vehicle inspection
    • Basic vehicle control
    • On-road driving
